The macOS Dock swell with the flag honoured in the markup: the BUTTONS never change size — only the glyph span inside each one scales from its baseline, so the hit areas stay put while the neighbourhood swells 1.45/1.18/1.0 around the pointer.
Magnification that moves the targets is a pointing task made harder in the name of delight; this one keeps the physics decorative and the targets stationary, which is the entire reason the flag exists.
